Feasibility Study: Housing Finance for Energy Efficiency Measures in Rural Areas in Armenia

The feasibility study assessed the potential to expand access to finance for households in rural areas and for housing-related EE measures.

The main objectives of the study were to:

  • analyse whether there is an adequate market for these segments
  • develop a concept for a dedicated support facility addressing the identified needs

The assessment took into account the prevailing framework conditions in Armenia, including key barriers with regard to public policies (e.g. regulatory barriers, electricity or energy tariffs) as well as social factors. The program was channelled through German-Armenian Fund (GAF) and implemented by the National Mortgage Company (NMC).
